This is a controversial opinion and there is a high chance that it will be misunderstood. But bear with me.
Land owners should be forced to use their land. They can either use it for their own purposes, live on it, run businesses, rent it out, or let someone live on it freely. It’s their choice. I am not completely against private property.
But the problem is that our current economic system has allowed some people to accumulate so much capital and resources that it is not humanly possible for them to consume/use it fully in their lifetime. So, they hoard it out of greed.

Let them use as much as they reasonably want. But why hoard the rest. You have the choice to rent it out. At least in this way, other people can live on it and you make some money.
This will create rented properties, industries, etc.
If they don’t use their land for x time, they lose it.
